Lovely owner just not ready to rent

Vrbo last minute booking because of double booked accommodation. Had to chase only to find booking was not confirmed with owner, he refunded one night and we booked into a hotel. He then kindly collected us the next day. Unfortunately whoever was in the apartment had left fridge full of medicines and food. Cupboards were also mostly full. Only one shower worked and nothing had been cleaned. We agreed to leave without a refund. The owner has had my feedback but I feel Vrbo should inspect accommodations, there were no safety measures in place, lights not working and very steep marble stairs.
