Unit was not available even though booked, long awaited refund

The pictures looked great. The initial booking went fine. The next day the person representing themselves as the owner texted me and said the unit was not available and should not have been on VRBO. He said he would refund but rather than refund, he billed me a second time. I can't really say if it was an honest mistake or an attempt to take my money. It took me multiple chats, multiple calls and literally hours on the phone with VRBO customer support and nearly three weeks to finally get a refund.
