The instruction not to engage with third parties or the leasing office is standard practice in many residential buildings to respect building rules and resident privacy—it does not indicate any wrongdoing. Unfortunately, you chose to leave before completing check-in, despite guidance and assistance being provided. As the apartment was fully prepared and reserved exclusively for your stay, including professional cleaning completed prior to arrival, a refund (including the cleaning fee) is not applicable.
