Little Naked screaming boy running around, Little boy’s mom outside under bedroom window smoking and talking loudly well after 10pm ( quiet time) , Bed base is broken plastic pieces on slats,NO Coffee pot No wash clothes,flood light shines right into bedroom window, NO DISHES

Where should I start, the little screaming naked boy riding bike in parking. NO dishes ,No coffee pot Had to buy one and donate to the place, No wash clothes, Flood light shines right into bedroom window
